Mandatory inspection of your photovoltaic installation in Brussels — required to activate green certificates issued by BRUGEL after installation.
BRUGEL is the energy regulator for the Brussels-Capital Region. After installing photovoltaic panels, an inspection by an accredited body is required to activate your green certificates (Certificats Verts) — which are sold to electricity suppliers and represent significant income for the producer.
The inspection verifies the conformity of the PV installation with the BRUGEL framework and the RGIE (electrical safety regulation).
Homeowners
Individual houses in Brussels with a photovoltaic installation (usually ≤ 10 kWp). Short inspection; the report is accepted by BRUGEL to activate your green certificates.
Co-ownerships
Managing agents and owners’ associations: we coordinate with your installer, arrange roof access, and handle the administrative paperwork on behalf of the association.
Offices and tertiary
Larger installations (10-100 kWp) on office, workshop or commercial roofs. Reinforced verification of the grid connection and the safety devices.
Connection compliance
Verification of the connection to your distribution board, the protections (dedicated breaker, DC isolator), the earthing, and compliance with the RGIE.
Metering & measurement
Inspection of the production meter, the inverter and the measuring devices. BRUGEL uses this data to calculate how many green certificates you are granted.

What changed in 2026
Since 1 January 2026, every new installation ≤ 5 kWp must hold a RESCert certificate (installer qualification). From 1 April 2026, BRUGEL applies new coefficients (−11 % from 5 to 36 kWp, −45 % from 36 to 100 kWp, and no green certificates at all above 100 kWp) — residential systems ≤ 5 kWp are unaffected.
