BRUGEL is the energy regulator for the Brussels-Capital Region. After installing photovoltaic panels, an inspection by an accredited body is required to activate your green certificates (Certificats Verts) — which are sold to electricity suppliers and represent significant income for the producer.

The inspection verifies the conformity of the PV installation with the BRUGEL framework and the RGIE (electrical safety regulation).

Homeowners

Individual houses in Brussels with a photovoltaic installation (usually ≤ 10 kWp). Short inspection; the report is accepted by BRUGEL to activate your green certificates.

Co-ownerships

Managing agents and owners’ associations: we coordinate with your installer, arrange roof access, and handle the administrative paperwork on behalf of the association.

What changed in 2026

Since 1 January 2026, every new installation ≤ 5 kWp must hold a RESCert certificate (installer qualification). From 1 April 2026, BRUGEL applies new coefficients (−11 % from 5 to 36 kWp, −45 % from 36 to 100 kWp, and no green certificates at all above 100 kWp) — residential systems ≤ 5 kWp are unaffected.

Frequently asked questions

Why does BRUGEL require an inspection?
BRUGEL has to be satisfied that the installation is compliant and safe before granting it green certificates. Our report attests that the photovoltaic production is measured correctly and that the installation meets Belgian electrical standards.
How many green certificates will I receive?
It depends on the installed capacity (kWp) and the actual production (kWh). BRUGEL applies a coefficient k that reflects the profitability of your project. Our report does not calculate the certificates — it validates technical compliance. BRUGEL does the final calculation.
What changed in 2026 for green certificates in Brussels?
Two things. Since 1 January 2026, every new installation ≤ 5 kWp has to provide a RESCert certificate from its installer. And since 1 April 2026, BRUGEL has revised its coefficients: −11 % from 5 to 36 kWp, −45 % from 36 to 100 kWp, and no certificates at all above 100 kWp. Residential systems ≤ 5 kWp — most households — are unaffected.
What is the difference between the RESCert certificate and your inspection?
The RESCert certificate attests to your installer’s qualification, and they supply it. Our RGIE inspection, carried out as an accredited body, attests to the compliance and safety of the installation. For an installation ≤ 36 kWp, it is this RGIE report — not a separate certification visit — that BRUGEL uses, and its date is when your green certificates start accruing.
Does a small installation need a certification visit?
In Brussels, photovoltaic installations ≤ 36 kWp are exempt from the certification visit: BRUGEL works directly from your RGIE commissioning inspection report — which is exactly what we carry out, and its date sets the start of the granting period. An on-site certification visit is only mandatory above 36 kWp.
How long before I receive my first green certificates?
Once our report reaches BRUGEL, the file is processed in 4 to 8 weeks. You can then sell your certificates on the Brussels market (around €65-71 per certificate in mid-2026, with a €65 guaranteed minimum through the ELIA buy-back — the trend has been downward since 2022).
My installation is in Wallonia or Flanders — can you handle it?
For Wallonia (the Qualiwatt scheme and Walloon green certificates, managed by CWaPE) we refer you to accredited colleagues. For Flanders, the relevant scheme is Mijn VerbouwPremie / VREG. BRUGEL covers the Brussels Region only.
My installation is already 5 years old — can I still claim green certificates?
Yes, in most cases. Retroactive regularisation is possible, but BRUGEL applies specific rules. Get in touch and we will check your eligibility before booking the technical inspection.
