The high-voltage cabin inspection is governed by RGIE Book 2 (Royal Decree 8 September 2019). It applies to all industrial and tertiary sites equipped with an HV/LV transformer station — typically buildings with peak power above 100 kVA: factories, logistics centers, hospitals, large office complexes, hotels, shopping centers.

This is a specialty that few inspection bodies offer in Belgium because of the technical expertise required. Atlas Contrôle is one of them.

Commissioning (acceptance)

Mandatory inspection before a new, modified or refurbished HV substation is energised. Full verification against RGIE Book 2 before it is coupled to the grid operator’s network. The acceptance report goes to both the installer and the operator.

Annual periodic inspection

Mandatory yearly check of HV installations in service. Testing of the protection devices, insulation measurements, earthing check, verification of the isolation and emergency shutdown devices.

Industry & workshops

Transformer substations for factories, workshops and production sites. Often substantial capacity (630 kVA transformers up to several MVA) and sometimes several HV cells.

Buildings & co-ownerships

HV substations in office buildings, large residential co-ownerships and shopping centres. The managing agent or the technical manager is responsible for keeping them compliant.

Critical premises

Hospitals, clinics, schools, data centres, public buildings: electrical availability is critical. Our inspection also covers the backup sources (generators, UPS) and how they fit into the HV single-line diagram.

Report and detailed findings

Full report, verified single-line diagram, recorded measurements, and preventive maintenance recommendations. Documents accepted by insurers, grid operators (Sibelga, ORES, Fluvius) and the authorities.

Frequently asked questions

What is the difference between low voltage (LV) and high voltage (HV)?
Low voltage covers installations up to 1,000 V AC — the ordinary network in homes and small businesses, governed by RGIE Book 1. High voltage starts at 1,000 V AC and covers district transformers, industrial substations and large buildings (RGIE Book 2). An HV substation is almost always housed in a dedicated locked room.
How often must an HV substation be inspected?
The inspection is annual for HV installations in service. An acceptance inspection is mandatory at commissioning (new installation, modification, or return to service after more than 6 months out of use). Failing to comply engages the operator’s civil and criminal liability.
Who is responsible in a co-ownership?
The managing agent, on behalf of the owners’ association, is responsible for scheduling and commissioning the annual inspection. The cost is normally shared through the common charges. We hand the report directly to the agent or to the building’s technical manager.
What happens if the substation fails the inspection?
We issue a report setting out the non-conformities and how serious each one is. Depending on what we find, we may recommend immediate isolation (de-energising by your grid operator) or give a remediation deadline. A re-inspection is then needed to sign off the corrections.
Will the grid operator (Sibelga, ORES, Fluvius) accept your report?
Yes. Atlas Contrôle is approved by the FPS Economy and accredited BELAC ISO 17020 as an independent type A body. Our report is recognised by every Belgian grid operator (Sibelga in Brussels, ORES/RESA/AIEG in Wallonia, Fluvius in Flanders) for HV coupling and for staying in service.
